eHealth registration and identity verification locations: how to register, which records are shared and how to manage sharing consent

People aged 16 or above can register in the eHealth mobile app with instant identity verification using their HA Go or ‘iAM Smart’ details, or register in person at a registration centre, a designated post office or another location, bringing their Hong Kong Identity Card (those without one can bring another specified identity document). eHealth is an electronic health record sharing platform developed by the Hong Kong Government; registration is voluntary and free of charge.

What is eHealth?

eHealth is an electronic platform developed by the Hong Kong Government with the aim of building a free, lifelong electronic health record for everyone in Hong Kong and allowing two-way sharing of records between public and private healthcare providers; participation is voluntary.

More than 6.5 million people have registered with eHealth, 87% of Hong Kong's population (Chief Executive's 2026 Policy Address, September 2026).

Who can register with eHealth? Is there a charge?

Anyone holding a valid identity document can join eHealth; registration is voluntary and free of charge.

An eligible substitute decision maker can register a child under 16; parents can also register their children under 16 through the ‘My Family’ function in the eHealth mobile app.

How and where do I register with eHealth?

You can register with eHealth in the eHealth mobile app or by online submission, or register in person at an eHR Registration Centre, a designated post office or another location, bringing your Hong Kong Identity Card (those without one can bring another specified identity document); who each method is for and how it works are in the table below.

Which records does eHealth share?

eHealth currently has 11 categories of sharable information: ‘Personal identification and demographic data’, ‘Allergies and adverse drug reactions’, ‘Diagnosis, procedures and medication’, ‘Encounters / appointments’, ‘Clinical note / summary’, ‘Birth and immunisation records’, ‘Laboratory and radiology reports’, ‘Other investigation reports’, ‘Healthcare referrals’, ‘Observation and lifestyle records’ and ‘Medical certificate’.

Only information within the preset sharable scope is shared; information outside it (for example some detailed outpatient consultation notes) is not shared.

Who can see my eHealth records?

By registering with eHealth you also give sharing consent to the Department of Health, the Hospital Authority, the Primary Healthcare Commission, and healthcare providers managed or controlled by the Government, the Hospital Authority or its subsidiary corporations; other healthcare providers taking part in eHealth must have your sharing consent before they can access your records.

When a registered person's eHealth records are accessed, by default an access notification is sent by the chosen means (SMS, email or post), and the registered person can choose not to receive access notifications; for access by the Department of Health, the Hospital Authority, the Chinese Medicine Hospital of Hong Kong or private hospitals, the system sends notification of access in the past 24 hours at a set time (for example seven in the evening) (eHealth website, accessed October 2026).

For how records are handed over when moving between public and private care, see transferring between public and private; to request copies of your own records, reports and images, see how to get your own medical records and images.

How do I give or revoke sharing consent?

When registering with eHealth online, you can give sharing consent to up to three participating healthcare providers; afterwards you can give or manage sharing consent through the eHealth mobile app, the 24-hour interactive voice response hotline 3467 6300, in person when receiving healthcare services, or with an authorisation code when phoning a healthcare provider to book.

Sharing consent given on or after 1 December 2025 to healthcare providers other than the Department of Health, the Hospital Authority, the Primary Healthcare Commission and healthcare providers managed or controlled by the Government, the Hospital Authority or its subsidiary corporations remains valid until that healthcare provider leaves eHealth, its registration is cancelled, or the sharing consent is revoked; consent given before 1 December 2025 is, under the original arrangements, either indefinite or for one year. The registered person or his or her substitute decision maker can revoke it at any time.

For how to let the doctor see your records before a specialist appointment, see What to prepare before a specialist appointment.

What can the eHealth mobile app do?

The main functions of the eHealth mobile app include ‘My Health Records’, ‘My Health Programmes’ (for example Elderly Health Care Vouchers), ‘Doctor Search’ and ‘eBooking’, ‘Cross-boundary Health Record’ and ‘Personal Folder’, and ‘eMedical Certificate’ for verifying public electronic medical certificates; it has been downloaded more than 4.1 million times in total (Government press release, May 2026).

To manage an eHealth account through the mobile app, you must be registered with eHealth, be aged 16 or above, and provide a mobile phone number or email address.

From 24 December 2025, the ‘Cross-boundary Health Record’ function was extended to all of Hong Kong's about 6.3 million eHealth users; before seeing a doctor at one of 20 designated healthcare institutions outside Hong Kong, users can apply through the mobile app for their electronic health records stored in eHealth over the past three years.

More than 44,000 people have used eHealth to facilitate cross-boundary sharing of medical records (Chief Executive's 2026 Policy Address, September 2026).

For the amount and use of Elderly Health Care Vouchers, see How to use Elderly Health Care Vouchers.
