Do you need a referral to see a chiropractor? Hong Kong has no law requiring one, so you can go directly
Hong Kong has no law requiring a referral before seeing a chiropractor, so you can go directly to a registered chiropractor. The Chiropractors Registration Ordinance (Cap. 428) contains no referral provision, the Chiropractors' Code of Practice provides only for referral out, and the Elderly Health Care Voucher's list of healthcare service providers attaches no referral note to chiropractors. Note that a chiropractor is not an eligible referrer for physiotherapy.
Do you need a referral to see a chiropractor?
Hong Kong has no law requiring a referral before seeing a chiropractor — the Chiropractors Registration Ordinance (Cap. 428) contains no referral provision, so a patient may go directly to a registered chiropractor (Chiropractors Registration Ordinance, Cap. 428).
The Chiropractors' Code of Practice, Part II, describes chiropractors as "primary healthcare professionals" trained to diagnose conditions that can be treated by chiropractic; section 11.1 of the Code provides only for referral out — a chiropractor should refer a patient to other healthcare professionals where it is in the patient's best interest to do so (Chiropractors' Code of Practice, section 11.1).
Separately, only a person on the chiropractors register may describe themselves as a "registered chiropractor" (Chiropractors Registration Ordinance, Cap. 428, section 23); for how to check whether a chiropractor is registered, see How to check whether a physiotherapist, chiropractor or occupational therapist is registered.
Why can you go to a chiropractor directly?
"No referral requirement" is confirmed from three angles: there is no statutory provision on referral; the Chiropractors' Code of Practice provides only for referral out; and the Elderly Health Care Voucher's list of healthcare service providers attaches no referral note to chiropractors (while physiotherapists and occupational therapists do carry one). For voucher details, see Can physiotherapy and chiropractic use the Elderly Health Care Voucher.
To put it precisely: this is not "an express rule saying no referral is needed", but rather "no express rule requiring one". The former would need an express permitting provision, and at present Hong Kong has no such provision (Chiropractors Registration Ordinance, Cap. 428).
What can you ask before booking a chiropractor?
You can book a chiropractic clinic directly by phone. When booking, you may ask about fees and what the first assessment covers; where work injury, an insurance claim or follow-up by another healthcare professional is involved, you may ask whether any doctor's document or report is needed.
One point to note: a chiropractor cannot act as a referrer for physiotherapy. After the 2025 amendment, the only eligible referrers for physiotherapy are a registered medical practitioner or a registered Chinese medicine practitioner, with exceptions where no referral is needed; see Does seeing a physiotherapist need a doctor's referral.
Frequently asked questions
Do you need a doctor's referral letter to see a chiropractor?
No statutory referral is required. Hong Kong has no law requiring a referral before seeing a chiropractor, so you can go directly to a registered chiropractor (Chiropractors Registration Ordinance, Cap. 428). That said, if you plan to use insurance or need other follow-up, check the relevant body's requirements first.
Can a chiropractor refer me for physiotherapy?
No. The only eligible referrers for physiotherapy are a registered medical practitioner or a registered Chinese medicine practitioner; a chiropractor is not one of them (2025 amendment). See Does seeing a physiotherapist need a doctor's referral.
